Regulatory settlement
An agreement between Great Britain's Gambling Commission and a licence holder that closes an investigation without a formal penalty. The company accepts its failings and usually makes a payment in lieu of a fine.
In practice
An operator that discloses its failings early, shows it understands them and agrees to a public statement may settle by paying a sum instead of going through a full licence review. The Commission uses the same principles to judge the size of that payment as it does for a formal fine.
