A business-to-consumer licence: permission to offer gambling directly to players. In Malta it is called the Gaming Service Licence.
In practice
An online casino that signs up players and takes their deposits needs a B2C licence. When the Malta Gaming Authority suspends an operator's B2C licence, that operator must stop offering games to customers.
